Summary of the New York State Guidelines

1. Required Screenings

In the state of New York, schools must conduct regular vision screenings to monitor children’s visual development and academic readiness.

New York Guidelines:

  • Distance visual acuity
  • Near visual acuity
  • Color perception
  • Optional: Screening for hyperopia

Targeted Grades:

  • Pre-K or Kindergarten
  • 1st, 3rd, 5th, 7th, and 11th grades
  • Newly enrolled students must be screened within 6 months of admission

GLD-Vision® Screening:

  • Visual acuity
  • Depth perception
  • Color vision
  • Screening is completed in 2.5 minutes per student

2. Screening Referral Criteria (Criteria for Passing Vision Test)

New York Guidelines:

  • Ages 6–18: Failure to read 20/30
  • Ages 4–5: Failure to read 20/40
  • Age 3: Failure to read 20/50
  • Referral also required: Two-line difference or greater between eyes

3. Children Who Should Bypass Screening

New York Guidelines:

  • Students with diagnosed vision impairments
  • Students who had an eye exam within the past 12 months

  • Near Vision: HOTV (#12302), Sloan Letters (#2106C)
  • Color Vision: Ishihara Test Books (10 or 14 plates)

Optional Tools:

  • Hyperopia glasses (+2.25 or +1.75)
  • Occluders, measuring tapes, cotton swabs, disinfecting wipes
  • Illuminator cabinets
