Summary of the Kansas State Guidelines
1. Required Screenings
Age-Based Screenings:

Annually for children in IDEA Part B programs.
- Students in kindergarten, grades 1–3, 5, 7, and 10 must be screened.
- Within the first year of admission for students in other grades not listed.
Special Education Students:
- Screenings are required as part of evaluations under IDEA for eligibility for services.
Infant and Toddler Program (Part C):
- Vision screenings must occur during eligibility evaluations and annually as part of the Individualized Family Service Plan (IFSP).
2. Screening Referral Criteria (Criteria for Passing Vision Test)
Ages 3, 4, and 5 Years:

LEA SYMBOLS® or HOTV charts preferred.
- Passing criteria:

3 years: Identify majority of optotypes on 20/50 line

4–5 years: Identify majority of optotypes on 20/40 line
Ages 6 Years and Older:
-
Sloan Letters chart preferred.
- Passing criteria: Identify majority of optotypes on the 20/32 line.
Instrument-Based Screening:
- Used for children who cannot participate in optotype-based screening.
- Results recorded as pass/refer; devices identify refractive errors or eye misalignment.
3. Children Who Should Bypass Screening
- Children with known vision problems or who are already under the care of an eye care professional.
- Infants and children with high-risk factors, such as:
- Genetic syndromes affecting vision
- Prenatal exposure to illnesses or substances
- Perinatal complications
- Family history of eye disorders
- Children with special health care needs impacting screening participation.
- Children unable or unwilling to participate should be referred for a comprehensive eye examination.
4. Required Tools OR Important Changes to Tools Used/Discontinued
Preferred Tools:

LEA SYMBOLS® or HOTV charts for ages 3–5.

Sloan Letters charts for ages 6 and older.

Instrument-Based Screening (e.g., Welch Allyn® Spot™ Vision Screener, Plusoptix) for young or untestable children.
Non-Recommended Tools:
- Single optotypes without crowding bars.
- Charts that do not adhere to national design standards.

Non-standardized occluders, such as hands, tissues, or cups.
Occluders:

Recommended: Adhesive patches, surgical tape, occluder glasses, or "Mardi Gras" masks.

Not recommended: Hands, tissues, or paper/plastic cups.
