Summary of the Texas State Guidelines

1. Required Screenings

In the state of Texas, vision screenings are required at multiple educational entry points and for specific grade levels to identify early vision issues in school-aged children.

  • Children aged 4 years by September 1
  • Kindergarten students
  • First-time school entrants: Any student entering school for the first time (PreK–12)
  • Students in grades 1, 3, 5, and 7

When Screenings Must Be Conducted

  • First-time entrants: Within 120 days of school admission
  • Designated grade levels: Screenings should take place during the school year, preferably in the first semester

2. Screening Referral Criteria (Criteria for Passing Vision Test)

Children with results that fall outside acceptable standards must be referred for further evaluation.

Typical Standards for Passing:

  • Younger children: Visual acuity of 20/30 or better
  • Older students: Visual acuity of 20/25 or better

Additional Conditions Prompting Referral:

  • Amblyopia
  • Strabismus
  • Refractive errors

3. Children Who Should Bypass Screening

  • Children with documented vision conditions already under treatment by a specialist
  • Students with a comprehensive eye exam completed within the past 12 months
  • Students for whom screening is not appropriate due to medical or developmental conditions

4. Required Tools OR Important Changes to Tools Used/Discontinued

Traditional Screening Tools:

  • HOTV Chart or Sloan Letter Chart (wide spaced)
  • Crowded HOTV Chart: Required for compliance with Texas guidelines
  • Occluders: Plastic or frosted glasses
  • Measuring tools: 10-foot cords or tape measures for accurate distance
