Summary of the Arkansas State Guidelines
1. Required Screenings

Grades:
- All children in Pre-Kindergarten (PK), Kindergarten (K), and Grades 1, 2, 4, 6, 8.
- All transfer students must also be screened.

Voluntary Screenings:
- Allowed for any other grade or any child whom the teacher or school nurse deems necessary to screen.

Enforcement Responsibility:
- Equal responsibility lies with schools and parents/guardians.

Screening Process Includes:
- External eye observation.
- Distance visual acuity tests (Snellen Chart at 20 feet or age-appropriate chart at 10 feet).
- Plus lens test (+2.00 lens).
- Muscle balance tests (lateral and vertical) at both near and far distances.
- Fusion/binocularity testing at near and far distances.
- Color perception testing.
2. Screening Referral Criteria (Criteria for Passing Vision Test)

External Eye Observation:
- Obvious anomalies (e.g., misalignment of eyes or chronic head tilt) result in a referral.

Distance Visual Acuity:
- Vision of ≤ 20/40 in any eye fails the test.

Plus Lens Test (+2.00):
- If a child improves 2 or more lines (e.g., from 20/40 to 20/20) with a +2.00 lens, it results in failure.

Color Perception Test:
- Missing more than 25% of the cards or slides fails the color test.
- Note: Color vision failures do not require a referral for a comprehensive exam; parents and teachers are notified.

Other Tests:
- Lateral and vertical muscle balance at far and near distances.o Fusion/binocularity tests at far and near distances.
3. Children Who Should Bypass Screening

Recent Comprehensive Eye Exam:
- A child with a comprehensive eye examination certificate (signed by an optometrist or ophthalmologist) within the past 6 months is exempt.

Transfer Students:
- Students screened at their previous school during the current school year do not need to be rescreened.

Approved Vision Screening Tools/Equipment:
- Titmus Vision Screener
- Keystone Vision Screener
- Optec Vision Screener
- Slides necessary for testing.
- Occluder
- +2.00 lens
- Snellen Chart or age-appropriate charts.
- Color Perception Booklet/Slides Other Approved Instruments

Screening Tool Guidelines:
- Instruments must be evaluated and approved by the Arkansas Commission on Eye and Vision Care in conjunction with the Department of Education.
